MOVING TO FACEBOOK

I hope everyone knows, by now, that this site has less than two months to run and is being replaced by a Facebook Group. Although initially sceptical, and not previously a Facebook member, I'm now convinced that this is the correct way forward. I also know that many of you will be nervous about becoming involved with Facebook, so here is a simple guide for those who are not currently members of Facebook but wish to join for the sole purpose of using the Classical Gas Discussion Group.

1. Go to http://en-gb.facebook.com/ and Sign Up. You must use your real First Name and Surname or you will not be allowed to join the group.

2. Go to http://www.facebook.com/groups/classictrials/. You will be able to see the Group, and read the posts, by you cannot start a post or comment on a existing post. Click "Join Group" - towards the top right of the screen - and a message will be sent to Michael.

3. After Michael has approved your membership (you will receive an email notification), you will have full access to Write Posts and Comment on existing posts.

There are a few other points:

Generally use Write Posts to start a post, Ask Question is similar but includes a poll which members can vote on.

Posts and Comments within the Group are completely separate from posts made in your News Feed. You can ignore the News Feed completely if you intend to use Facebook for the Classical Gas Discussion Group only.

You do not need to include Group members as Facebook Friends. Indeed you can ignore the whole Friends function completely if you intend to use Facebook for the Classical Gas Discussion Group only.

That's all I can think of for starters. Give it a try, and give it a try as soon as possible, the clock is ticking for the end of Multiply!

Could be a good starting point if you want to build a trails car from scratch. Only fly in the ointment would be IVA and I am sure the Marlin Owners Club would be able to advise.

The Headline News

ACE has always been of the opinion that modifying of vehicles would eventually end by the ability to do so being slowly eroded by small pieces of legislation rather than one single regulation.

We have unfortunately now been proved correct with a single item before the EC parliament that will prevent any modifying and will, currently, render already modified cars illegal.

Without a large effort over the next 6 weeks this ’proposal’ will pass into law very shortly afterwards.

We have in our possession a questionnaire issued by DfT asking for views on the legislation and we feel it couldn’t make any clearer the end outcome.

This is NOT a Consultation document as there are no active documents via VOSA or DfT relating to this legislation.

Quoting from the DfT document:-

The Commission proposes to introduce a definition for a roadworthiness test that components of the vehicle must comply with characteristics at the time of first registration. This may prevent most modifications to vehicles without further approval of the vehicle. (this will apply to many components and to all types of vehicle)

The Commission proposes to change the definition of an Historic Vehicle that may be exempt from periodic testing. This may allow vehicles older than 30 years to be exempt from testing providing the vehicle has been maintained in its original condition, including its appearance.

http://tinyurl.com/cpw5lnj

In the DfT interpretation it is all ‘proposes’ and ‘may’ .

However, as shown later in this article, This is going to happen unless a member of the EC Parliament forces reconsideration.

Normally a ‘proposal’ such as this would require a separate Consultation to be done with all interested parties. However this is not the case as this ‘proposal’ brings together various items already covered in previous Consultations. Again this will be dealt with in depth further on in this article.

The proposal itself

http://ec.europa.eu/transport/doc/roadworthiness-package/com%282012%29380.pdf

ACE and several other organisations who we work with will input to DfT but that alone is not enough. We need EVERYONE to be made aware and bring all possible pressure to bear to ensure this ludicrous ‘proposal’ does not pass into law.

All those who wish to be involved should contact us and we can discuss what is to be done to fight and also address any queries that need resolving.

ACE shall be opening a forum to improve communication in the very near future, we are taking this step because we have very little time to go to other forums to deal with queries due to such a short time frame.

The Details

How can it become law without Consultations taking place?

They have already taken place! The Consultation took place via a EU only website and was, to all intents and purposes purely to do with Roadworthiness testing.

These are the other Consultations that have formed the backbone of this ‘proposal’

  • Directive 2009/40/EC of the European Parliament and of the Council of 6 May 2009 on roadworthiness tests for motor vehicles and their trailers (OJ L 141 of 6.6.2009, p.12).
  • Directive 2000/30/EC of the European Parliament and of the Council of 6 June 2000 on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Community, as amended (OJ L 203 of 10.8.2000, p.1).
  • Council Directive 1999/37/EC of 29 April 1999 of 29 April 1999 on the registration documents of vehicles (OJ L 138 of 1.6.1999, p.57).
  • COM(2011) 144 final.
  • COM(2010) 186 final.
  • COM(2008) 30 final.
  • Directive 2008/50/EC of the European Parliament and of the Council of 21 May 2008 on ambient air quality and cleaner air for Europe (OJ L 152, 11.6.2008, p.1)
  • “An open consultation was conducted over the Internet from 29 July 2010 to 24 September
2010. The Commission received 9,653 responses from citizens, Member State authorities,
equipment suppliers, test centres, garage associations and vehicle manufacturers.”

This is the Consultation in question:-

    http://ec.europa.eu/transport/road_safety/take-part/public-consultations/pti_en.htm

So how do things change with this ‘proposal’?

Firstly all vehicles other than clearly defined Historic must undergo a roadworthiness test and part of that will ensure that the vehicle meets its original Type Approval, i.e. is totally standard.

    “General context
Before a vehicle is allowed to be put on the market, it has to fulfil all the relevant type or individual approval requirements guaranteeing an optimal level of safety and environmental standards. Every Member State has the obligation to register for the first time any vehicle that got the European type-approval on the basis of the “Certificate of Conformity” issued by the
    vehicle manufacturer.”

“….The goal of roadworthiness testing is to check the functionality of safety components, the environmental performance and the compliance of a vehicle with its approval.”

Who is this going to affect?

Within the ‘proposal’ it states that: -

This Regulation shall apply to vehicles with a design speed exceeding 25 km/h of the following categories, as referred to in Directive 2002/24/EC, Directive 2007/46/EC and Directive 2003/37/EC:

  • motor vehicles having at least four wheels, used for the carriage of passengers
and with not more than eight seats in addition to the driver’s seat – vehicle category M1,
  • motor vehicles used for the carriage of passengers and with more than eight seats, excluding the driver’s seat – vehicle category M2 and M3,
  • motor vehicles having at least four wheels, normally used for the road carriage of goods and with a maximum permissible mass not exceeding 3 500 kg – vehicle category N1,
  • motor vehicles used for the carriage of goods and having a maximum permissible mass exceeding 3500kg – vehicle categories N2 and N3,
  • trailers and semi-trailers with a maximum permissible mass not exceeding 3500 kg – vehicle categories O1 and O2
  • trailers and semi-trailers with a maximum permissible mass exceeding 3500kg – vehicle categories O3 and O4
  • two or three-wheel vehicles – vehicle categories L1e, L2e, L3e, L4e, L5e, L6e and L7e
  • wheeled tractors with a maximum design speed exceeding 40 km/h – vehicle category T5.

  • Will anyone be exempt from being tested to original standard specification?

Once again within the ‘proposal’ This Regulation shall not apply to:

  • vehicles of historic interest
  • vehicles belonging to armed forces, fire services, civil protection, emergency or rescue services
  • vehicles used by agricultural, horticultural, forestry, farming or fishery undertakings with a maximum design speed not exceeding 40 km/h
  • specialised vehicles transporting circus and funfair equipment with a maximum design speed not exceeding 40 km/h and only operating on the territory of the Member State.

  • So Historic vehicles won’t have to worry?

Within the UK we have a system that allows alterations to ANY, including Historic, vehicles whilst still allowing them to retain their identity. Known commonly as the 8 point system and also we have the ability to change body appearance on chassis based vehicles.

However the ‘proposal’ contains a NEW EU wide Historic vehicle definition.

“(7) ‘vehicle of historic interest’ means any vehicle which fulfils all the following conditions :

  • It was manufactured at least 30 years ago,
  • It is maintained by use of replacement parts which reproduce the historic components of the vehicle;
  • It has not sustained any change in the technical characteristics of its main components such as engine, brakes, steering or suspension and
  • It has not been changed in its appearance;
  • This ties in with the FIVA definition ACE has been warning would become law, rather than being used as a ‘lobbying tool’ as suggested by others.

Why do you keep saying ‘proposal’ rather than Proposal?

Because this is anything but a Proposal which most would assume requires further consultation. This will pass into law very shortly .

The procedure for becoming law is :-

    http://www.europarl.europa.eu/aboutparliament/en/0080a6d3d8/Ordinary-legislative-procedure.html

Once forwarded it only takes two readings by EU Parliament and EU Council without objection and it becomes law !!

The ‘proposal’ has already been forwarded to both Parliament and the Council as detailed here :-

    http://tinyurl.com/ccjr93n

    of document: 13/07/2012
of transmission: 13/07/2012; Forwarded to the Parliament
of transmission: 13/07/2012; Forwarded to the Council ”

This is NOT a drill, we repeat, NOT a drill.

Closing at the End of November

Multiply, the site host, has announced that the social networking functions of the site will be closing at the end of November. (See the first comment). Thats unfortunate but that's the way it is. I will be giving some thought to the future but meanwhile I recommend the Classical Gas Facebook Page which has been operating for a while now.

As some of you know there is a lot of history stored here and I plan to archive it so it is available in the future. I am not 100% sure of the best way to do this but that's the plan.

Some of you may have stuff stored on your own account that you want to keep. You can download this to your computer using the media locker.

    Trials insurance

Hi. I'd appreciate some advice. Just renewed my insurance for another year on my X-90 and under the limitations it now states 'not to be used for any competition, trial, track day or performance test'. I guess this includes car trails. I'd be interested to hear how others get around this problem as my previous company asked me whether I used the car for trials and when I said yes, they refused to quote me.

    many thanks

    Passenger seating

Whats the deal with passengers seating rules. I thought the passengers must remain in the seated position. I have seen a few videos floating around with passengers almost climbing out of the cars to transfer their weight. They are certainly not seated, and am sure this breaks the rules. Apart from that it is very dangerous. What are other peoples views on this please. Matt Denny

    Lands End Trial

Well the competitive part of my Land End was shorter than expected. I was in my Beetle with Mike Hayward and we went round with my mate Neil who wanted to fulfil his ambition of doing the event in his Rover V8 powered Skoda Rapide. Enjoyed the night run from Michael Wood Services to Bridgewater. The Regularity Test certainly gives that added enjoyment.

Appreciated a decent sized restart box at Felons Oak but cocked up the tarmac Special Test by not reading the instructions properly. All 4 wheels over B instead of stopping astride then stopped astride C instead of flying finish. All own to me.

Got to Barbrook to find people and cars and people everywhere and a 30 minute Q for the control (thats on foot not in the car). Good job it wasn't raining! The smart people sent someone for refreshments so they could eat while waiting. IMHO the problem was that competitors didn't obey the instruction to wait at the preceding unmanned holding control.

Shame about having to make Beggars artificial with all that tape. Do you get penalised for hitting it? Have to look in the instructions.

Delighted to clean Rodneys Revenge for the first time in years. Waited at the road for Neil who didn't come. Along comes Simon Groves to tell me Neil has broken down on the exit track. We go back to help and find a drive shaft has broken. He had a spare but it took the four of us more than an hour and a half to fit by which time it was light, the course closing car had long gone and we found the diff had locked as well.

Nearly got locked in the forest as nobody came to check the exit track was clear but I had spotted the marshals leaving on a track below and ran to tell them we were still there.

Got the car out of the forest. Called the AA who weren't bothered about the Skoda being a trials car. AA took the Skoda and gave Neil a hire vehicle and we went down to see Blue Hills and distract Dave Cook (sorry Dave)

    Wheel bolts?

This may seem a silly question but it is one i need answering.
We are getting there with this  Marlin trials  build took a lot longer than anticipated i can tell you, several u turns  in power plant choice did not help mind.
i will post pictures when it is completed i am at the stage of sorting out wheels, i will be using MGB rostyles they are plentiful and i have lots anyway. NOW????

Wheel bolts or locking lugs rim locks Tyre clamps. not sure what others call them, but basically they hold  lyres run on low pressure on to the beed to stop instant deflation.
      My questions !

1 .. Obviously they are legal to use !!  --   Are  they ?
     2.. How many to fit.
3  Advice on construction  and fitting
4 I Would rather make my own  if at all possible but can you buy them and where from.

One last question as an after thought, i am ready  to drill the 575 van drum brake hubs to take the disks, i fitted  a old BMC ex riley 1100 remote brake servo with the std front disks, it works fine. But not sure how many are out there now. This got me thinking with the twin leading shoe  drums being kind of self sevoing and taking into account i wont use this car on the road much. should i fit the drums rether than convert to disks.?
Instinct tells me the disks will clear better in mud etc, but what are others thoughts based on experience of drums on marlins or other cars in trials situations. ?

    My Northern Trial

We had a grand day, helped by the fact we were in a closed car with a heater that just about dribbled in a bit of warm air. It started windy, poured with rain. Then the sun came out but that was just a teaser before the snow came. When the snow eased off along came the hail followed by a cold wind. But you don't go to Cumbria in February to top up your tan!

We had a great run, cleaned some sections, failed some we shouldn't have and wallowed in the mud for a few high scores on a couple more. Not Sandale though. Got the bug wound up and we hit the muddy bit flat out in first without any wheelspin. The ruts kept us on the track through the restart area and we maintained enough speed to require some heavy braking when we got to the road. Epic :-)

Nigel Jones had his sump guard fall off on the first section and being a gentleman I stopped to help. After that we were running pretty much towards the back of the field and experienced quite a few delays as the marshals extricated competitors from some of the muddy sections.

We felt sorry for John, June and Alex who were marshalling the last section and hadn't seen a car for ages when we arrived. Poor Johns face really dropped when I told him there were at least half a dozen behind us!

Got to the food at the finish about 5.45. One or two bogs, sorry sections, apart we really enjoyed it though. Its my 4th Northern and I plan to be back next year.

    How was your Northern Trial?

    Cotswold Clouds

I've eventually got round to loading my Cotswold Clouds Photos.  I went to Crooked Mustard and Bulls Bank.  Crooked Mustard was difficult, as it was difficult to find a place where a most of the cars got too, there were lots of trees around and foliage to get in the way, finally lots of Spectators, so I had to shoot around them.  Bulls Bank was almost the exact opposite, easy track, wide open spaces few spectators, not spectacular photos but very good shots of cars against the snow, which was much thicker around Bulls bank than Crooked Mustard.

    Anyway here they are:-

and as usual if you want to buy any photos they can be purchased here:-

    Northern Classic Trial

Well, I never thought that I would be posting a message like this to followers of this site a month or so ago. If you are intending to enter the Northern Classic Trial please get your entry off to us as soon as possible as we may well end up with a full entry!!! Many thanks to all who have entered already. The organising team are calling in all their favours from the weather gods for it to rain at the beginning of the week with clear weather on the set up day of the 17th and bright sunshine on the 18th. God, it is rumoured, loves a trier.

Looking forward to seeing competitors and marshals on the 18th for a cracking days trialling.

    My Clee Hills Trial

What a fantastic event. I really enjoyed it. OK there are probably quite a few clean sheets and results will have to be decided on special tests but to me that didn't matter. The sections were much drier than usual and Easthope and The Jenny Wind were cleanable by mere mortals but that added to the day.

The event departed from the two loop system of recent years. However, every car didn't do every section on the single loop. It looked horrendous on the plan sent out with the final instructions but as a competitor it worked well. We were running right at the back of the field and can't recall any serious delays

Highlight for me was that wonderful, long, Hungerford Steps. There was plenty of grip so I should have run harder tyres to give some more ground clearance but what a blast. How was your Clee Hills Trial?

    My Exeter Trial

Just got back to sunny Bedford via A303 & A34. I thought it was a very good do. Shame to loose Meerhay, especially was we drove past it, but a well thought out event. In a way loosing Normans Hump did the organisers a favour as the replacement Maralyns toughened up the night time sections. I understand the incident on Simms occurred while reversing down. If so that's a lesson to us all to take great care when that happens.

We really enjoyed the route and the sections, helped no doubt by some nice weather. Our biggest problem was that navigator Mike had really bad car sickness during the night so I was kept busy finding the way as well as driving. We had to stop for a while before the Musbury control and left there some 15 minutes late but otherwise ran near to scheduled time all the way through and reached the finish pretty much on the minute. After failing Marilyns we were disappointed  that Waterloo was cancelled but from what I hear we would likely have failed that as well!!

One lesson we did learn on Mailyns (where the engine bogged down) was that there was tons of grip and we ran quite high pressures there after. I couldn't get over how dry Bulverton Steep was although the same couldn't be said for Simms which we failed in fine form!

It was a real shame that later numbers had to miss so may hillls but I didn't hear any moans at the do in the evening. Well done to Jon the Pres for a nice speech (which we actually heard) and to Gerry for his well deserved life time achievement award.

Back to Simms, James Shallcross was two cars in front of us and you should have heard the cheer when he cleaned it. Hope we get to see that one on YouTube.

    Northern Classic Trial 18th February

If you are not on the ACTC;s list to receive the regs for the Northern, please email me at fsacnct@yahoo.co.uk and I will get you a set sent out. We cater for all classes including Class 0 and bikes. Biased as I may be, but the Northern has consistently received favourable reports  in it's relatively short life for being a competitive, enjoyable and friendly trial. As usual the very small but obsessively dedicated team from Fell Side have been scouring the North Cumbria forests and byways to come up with some new, returning and altered sections to test veteran Northerners and newbies alike. If you have visited us before you know the score, if you are a Northern virgin why not try us for size!!! Bite the bullet, give all those softy southern trials a miss and spend your hard earned sheckels  Up Noorth. You KNOW it makes sense. We look forward to welcoming all to Cumbria.

On a serious note, we need to reach a certain number of entries to guarantee the continuity of the Northern in futire years. Trialling is a sport but also a bussiness for the organising clubs  that needs income from entries to continue. Please support us.

Are we all ready for the exeter?

This will be my first time driving in the exeter trial, navigated for about 4 years and competed in the lands end in my old beetle. Iv just got a little bit left to on the marlin (ex angus stewarts car) but not much mainly checking things this car has been built very well. My dad got his beetle ready then trashed it in local trial just before christmas so we are working hard at the min to get it ready.

Is everybodys elses cars ready or is just start it the day before and hope for the best?
